SPARTANBURG DISTRICT FIVE GROWTH PLAN
THREE NEW SCHOOLS. NO NEW TAXES.
Spartanburg District Five has announced plans to move forward with a $200 million bond referendum that will appear before voters during the general election on November 4, 2025. If approved, the proposal would allow the district to fund three major school construction projects:
A New Middle School
Built on the southern end of the district, it would serve the Reidville and Abner Creek communities, will relieve overcrowding at Florence Chapel Middle School and Abner Creek Middle School—both of which are already at or near capacity.
Replacement of Duncan Elementary School of the Arts
Originally built in 1968, Duncan is currently the oldest elementary school in the district and has outgrown its space. As the district’s only arts magnet school, Duncan needs updated learning environments that align with the specialized instruction and growing demand for its programs.
A New Byrnes Freshman Academy
Constructed in 1973, the current Freshman Academy has significant infrastructure issues, including ADA compliance concerns and aging electrical systems. This project will provide a modern, welcoming space for ninth-grade students as they begin their high school experience.
Why Now?
Enrollment across District Five has grown steadily over the past decade – particularly in the southern part of the district. At the same time, several schools are showing their age, with capacity concerns, and facilities that fall short of the district’s modern standards for teaching, learning and accessibility.
How Can The PLAN Be Implemented
WITHOUT RAISING SCHOOL TAXES?
The district is able to fund these projects through responsible financial planning and growth in the local tax base. District growth will increase the number and value of taxable properties, which will help repay the debt. This gives us a rare opportunity to essentially let our population growth pay for our school district growth. It’s GROWTH PAYING FOR GROWTH!
